This check puts all of our code in a C++ anonymous namespace, which is
effectively making all functions `static`. This allows the compiler to
determine that a function is unused, so we can delete it.

So it gets regenerated when the .api.h file changes.

This inverts the truthiness of the return value. Previously, 0 meant
`true` and -1 meant `false`. Now, `true` (1) means `true` and `false` (0)
means `false`.

which means a lot of rights are licensed to everybody in the world, i.e.

This header is a requirement for the public API, therefore is assumed to
exist. It is a C99 standard library header, and _Bool is not intended to
be used directly, except in legacy code that defines bool (and
true/false) itself. We don't use or depend on such code. None of our
client code uses or depends on such code. There is no reason to not use
bool.

This patch inserts LAN discovery in DHT_bootstrap, allowing it to find clients even if it's run parameterless (and clients don't connect to it directly, e.g. because the port is already bound to a different client).
- moves the #define of LAN_DISCOVERY_INTERVAL from Messenger.c to LAN_discovery.h
- includes LAN_discovery.h into DHT_bootstrap.c
- DHT_bootstrap.c sends and accepts LAN_discovery packets

While doing the checks configure might generate "core" files and will
then try to remove them. Having a "core" directory generates an error
while runing the configure script.
There's no workaround but to rename the core directory.
