This should bring NeXTStep back into the family of supported operating
systems.
- (bal) Fixed NeXT's lack of CPPFLAGS honoring.
- (bal) ssh-keyscan.c: NeXT (and older BSDs) don't support getrlimit() w/
'RLIMIT_NOFILE'
