We no longer allow `int a, b;`. In the few cases where we used it, we
instead better
* limit the scope of the identifier (e.g. in a for-init-decl)
* split the line and have 2 separate declarators, because the
identifiers designate different types of things (e.g. friend numbers
and group numbers).

We no longer allow:

int a = 0, b = 0;
int a[3], b[3];
int a, *b;
```
But we do still allow (for now):
```c
int a, b;
```

Tokstyle (check-cimple) will start enforcing comment formats at some
point. It will not support arbitrary stuff in comments, and will parse
them. The result can then be semantically analysed.
|

Using ~0 involves a bitwise operation on int, so depends on
the internal representation of signed integers.
|
|
The latter is doing pretty much the same thing but in a confusing way (it
doesn't change the type of the variable, but does change the semantics).
|
|
Also, use them in the `onion_client` module.
|

This resets friend search rate in two circumstances where it should be
reset:
* When the friend gets a dhtpk packet to us;
* When a friend connection to the friend goes down.
|

This inverts the truthiness of the return value. Previously, 0 meant
`true` and -1 meant `false`. Now, `true` (1) means `true` and `false` (0)
means `false`.
|

Presumably the uses of `rand()` were fine because they were not used in
security-sensitive places, but having to think about whether a crappy RNG
is acceptable in each situation requires effort that could better be
spent elsewhere.
Also, this means that once we have a custom deterministic RNG for
testing, that RNG is used everywhere, so all the code is deterministic.
It also allowed us to delete a system-specific function that wasn't used
anywhere except in a call to `srand()`.

It turns out, `unix_time` is also monotonic, and is used as such, so I've
renamed the new functions to `mono_time_*`.

This is now a style rule: you can only use typedef'd function types.
Previous rules now applied in `onion_*.c`:
* `struct`s must have a name (typedef of unnamed struct is not allowed).
* `++i` for increment-stmt, not `i++`, e.g. in loops.
* Only a single declarator per struct member declaration.
* Type_Names vs. variable_names.

Rules:
1. Constants are uppercase names: THE_CONSTANT.
2. SUE[1] types start with an uppercase letter and have at least one
lowercase letter in it: The_Type, THE_Type.
3. Function types end in "_cb": tox_friend_connection_cb.
4. Variable and function names are all lowercase: the_function.
This makes it easier for humans reading the code to determine what an
identifier means. I'm not convinced by the enum type name change, but I
don't know a better rule. Currently, a lot of enum types are spelled like
constants, which is confusing.

The Family stuff in toxcore is a big mess. I'm sure I saw a bunch of bugs
on the way, but I'm not verifying that code now, so the bugs stay.

This requires that every symbol, even if static (file-scope), is unique.
The idea is that we can easily run "whole" program static analysis on
programs that include monolith.h ("whole" is in quotes, as we don't
include dependencies like libsodium in this static analysis).

"All rights reserved" was incorrect. The project was licensed under GPL3,
which means a lot of rights are licensed to everybody in the world, i.e.
not reserved to the "Tox Project".

`new_nonce` has been an alias for `random_nonce` for a while now. Having
two names for the same operation is confusing. `random_nonce` better
expresses the intent. The documentation for `new_nonce` talks about
guaranteeing that the nonce is different from previous ones, which is
incorrect, it's just quite likely to be different.

It is still C code, so still compatible with C compilers as well. This
change lets us see more clearly where implicit conversions occur by
making them explicit.

In the future, all TODOs added either need a bug number (TODO(#NN)) or a
person's github user name. By default, I made irungentoo the owner of
all toxcore TODOs, mannol the owner of toxav TODOs, and myself the owner
of API TODOs.

This header is a requirement for the public API, therefore is assumed to
exist. It is a C99 standard library header, and _Bool is not intended to
be used directly, except in legacy code that defines bool (and
true/false) itself. We don't use or depend on such code. None of our
client code uses or depends on such code. There is no reason to not use
bool.

It now enforces a bit more formatting. In particular, padding inside
parentheses is removed. I would like it to remove padding after unary
operators, but there seems to be no option for that.

Messenger is slightly twisty when it comes to sending connection status
callbacks It will very likely need at the very least a partial refactor to
clean it up a bit. Toxcore shouldn't need void *userdata as deep as is
currently does.
(amend 1) Because of the nature of toxcore connection callbacks, I decided to
change this commit from statelessness for connections changes to statelessness
for friend requests. It's simpler this was and doesn't include doing anything
foolish in the time between commits.
