Workaround for GHC-8.4.x

* Adds missing Semigroup instances
* Adds `semigroups` to the deps of `hmatrix`
* Hides conflicting names from import list with base >= 4.11
    * `(Prelude.<>)` and `GHC.TypeNats.Mod`
