When using VerifyHostKeyDNS with a DNSSEC resolver, down-convert any
certificate keys to plain keys and attempt SSHFP resolution.
Prevents a server from skipping SSHFP lookup and forcing a new-hostkey
dialog by offering only certificate keys.
